Washington (AFP) – President Barack Obama will make a rare primetime address to the nation Sunday laying out how he will keep Americans safe and defeat the Islamic State group, days after 14 people were shot dead in California.
Obama declared Saturday that the United States “will not be terrorized,” as IS praised the couple behind a mass shooting in San Bernardino as “soldiers” of its self-proclaimed caliphate.
“We are Americans. We will uphold our values — a free and open society,” Obama said in his weekly radio address.
Investigators are combing over evidence and looking in the backgrounds of Syed Farook, 28, and his 29-year-old Pakistani wife Tashfeen Malik, the couple who opened fire at a social services center during a holiday party on Wednesday.
The FBI said federal agents raided a property in Riverside, California, but declined to provide the address.
NBC News reported that the FBI had searched the home of Enrique Marquez, a friend of Farook’s who originally bought the assault rifles used in the shooting but who is not considered a suspect.
“I heard the windows crashing, the garage door being torn, doors being broken down, you know, they were forcing their way in,” neighbor Freddy Escamilla told AFP.
– Primetime address –
In his primetime address from the Oval Office on Sunday at 8:00 pm (0100 GMT), Obama will look to reassure the American people in the wake of the attack, which the FBI is investigating as a possible act of terrorism.
The massacre, if proven to be terror-related, would be the deadliest such assault on American soil since the September 11, 2001 attacks.
The last time Obama gave such an address was in August 2010 to mark the end of US combat operations in Iraq.
Obama will provide an update on the investigation into the shootings and “will also discuss the broader threat of terrorism, including the nature of the threat, how it has evolved, and how we will defeat it,” a White House statement said.
“He will reiterate his firm conviction that ISIL (IS) will be destroyed and that the United States must draw upon our values -– our unwavering commitment to justice, equality and freedom -– to prevail over terrorist groups that use violence to advance a destructive ideology.”
Top security officials have indicated that the duo had been radicalized but the White House and the FBI say there are no signs that they were part of a larger group or terrorist cell.
However, in a radio broadcast in English, IS praised the couple as “soldiers of the caliphate” and martyrs, but did not specifically say they were members of the extremist group.
The heavily armed pair, who also wounded 21 in the attack, died in a ferocious shootout with police after a huge manhunt.
The shooting was the worst in the United States in three years and also again revived impassioned debate on gun control, in a country where such mass killings have become routine.
Underlining the handwringing that typically follows such killings among some Americans, The New York Times added its voice to the debate, publishing a front-page editorial — the first since 1920 — calling for an end to “the gun epidemic in America.”

Authorities say US-born Farook and Malik, who married last year in Saudi Arabia, where she lived, carefully planned their attack.
David Bowdich, the assistant FBI director in charge of the Los Angeles office, said investigators were examining a Facebook posting in which Malik is believed to have pledged allegiance to IS leader Abu Bakr al-Baghdadi, made around the time of the attack.
The family’s attorneys said that while the couple were devout Muslims, there was no hint they had become radicalized.
Relatives of Farook and his wife have also been at a loss to explain what triggered the killing spree, describing them as a quiet couple who kept to themselves.
Washington has long warned about the threat of homegrown, self-radicalized extremists lurking in its midst.
“We have moved to an entirely new phase in the global terrorist threat and in our homeland security efforts,” Homeland Security Secretary Jeh Johnson told The New York Times.
Terrorists have “in effect outsourced attempts to attack our homeland. We’ve seen this not just here but in other places,” he added.
“This requires a whole new approach, in my view.”
Donald Trump, the frontrunner for the Republican presidential nomination, gave little doubt meanwhile as to how he would deal with any terror threat from within.
“I would handle it so tough, you don’t want to hear,” CNN quoted him saying.

“Finally, our colleagues from the State Department and the Pentagon have confirmed that the photo-proof, which we presented at a briefing [on December 2], of the origin and destination of the stolen oil, coming from the areas controlled by the terrorists, is authentic,” Major General Igor Konashenkov, a Defense Ministry spokesman, told a media briefing on Saturday.
“However, the US claim that they ‘don’t see the border crossings with tanker trucks crossing the border,’ raises a smile, if only, because the photos are still images,” he added.
The spokesman advised the American side to have a look through the videos, which were also presented by the Russian Defense Ministry, showing “how the tanker trucks not only drive through checkpoints at the Turkish border, but pass through them without even stopping.”
If the Russian evidence is not enough, the US and its allies should look at the footage from their own state-of-the art drones, “the number of which has recently tripled above the Turkish-Syrian border and oil-rich areas controlled by the terrorists,” he said.
According to Konashenkov, it should be impossible for the Western coalition to miss the oil smuggling business running between Islamic State (IS, formerly ISIS/ISIL) and Turkey, given their range of technical capabilities in Syria and Iraq.
“So when US officials claim that they do not see oil smuggled by terrorists to Turkey, this is already not dodging the issue, but smacks of a direct patronage,” he added.
The spokesman pointed out that the coalition’s drones and warplanes have been intensively using Incirlik Air Base in Turkey for their operations.
On Friday, an unnamed US State Department official confirmed to Reuters that the Russian photos of thousands of oil tanker trucks in Syria were authentic.
However, the official stressed that he hasn’t seen “the imagery of the border crossing with trucks crossing the border, and that’s because I don’t believe that exists.”
Konashenkov also commented on a recent statement by US Secretary of Defense Ash Carter, who said at a Senate hearing that “over the past several weeks” the Pentagon has “intensified the air campaign against ISIL’s war-sustaining oil enterprise.”
With the US-led air campaign against Islamic State beginning in September 2014, the Russian Defense Ministry spokesman wondered: “Does this mean that over the last one and a half years the Americans were only destroying non-war-sustaining infrastructure of the militants?”
“Now we know where the bandits got the money to buy weapons, recruit new supporters, and stage bloody acts of terror, and why the territory controlled by IS increased by hundreds of times during this period,” he said.
Konashenkov called recent statements by the US State Department and Pentagon “‘a theater of absurd,’ based on double standards and the wordplay.”
“First, they see something – then they don’t. They divide the opposition into moderate and non-moderate. Even terrorists, in their view, can be bad or very bad,” he said.
“We are convinced that terrorism has no comparative degrees or nationalities. Terrorism – an absolute evil that must be fought in all its manifestations,” he added.
On Wednesday, the Russian Defense Ministry released photo and video proof that the main smuggling route for oil produced by Islamic State terrorists runs through Turkey, accusing Turkish leadership, including President Recep Tayyip Erdogan, of being involved in the criminal trade.
Russia’s claims were denied by both Ankara and Washington, with Colonel Steve Warren, a spokesman for the US-led coalition, calling Turkey “a great partner.”
